Only site owners can create and run schedules. This typically means only one person has this access, even for large sites. A large site is an Easee Charge site with more than three chargers.
When a schedule is set on a charger, 6A is reserved for the charger's use when the schedule is in effect and the car is plugged in to charge.
If your circuit has 63A available, and ten cars are plugged in - not charging but waiting for the schedule to start - 60A are being reserved. The next car to plug in to charge will not start charging, as only 3A are available. It will be placed in queue as if the ten cars waiting on the schedule are actually charging.
For this reason, we do not suggest that you use scheduling on a large site.
