Yes. Both MID and non MID-compliant chargers measure energy. The MID-compliant chargers are certified according to the Measuring Instruments Directive of the EU.

The charger is always measuring the energy consumption of the charging sessions. Even if the charger goes offline, the charger will store all energy consumption data and upload it to the cloud as soon as it is back online.
